Disabling Power-Up Hot Plug Output Sequencing
If the Power Controller Control bit is set to 1, after reset, the HP_PWRENx#, HP_PWRLEDx#, and
HP_CLKENx# outputs remain High, and the HP_PERSTx# output remains Low. The HP_PWRENx#,
HP_PWRLEDx#, and HP_CLKENx# outputs also remain High if HP_MRLx# is not asserted in the
default Hot Plug power-up sequencing described in Section 9.4.1.2. (Refer to Figure 9-3.)
