X[4:3,1]:
The X[1], X[3], and X[4] bits control the value programmed in the X[1], X[3],
and X[4] bit locations (bits 5,7, and 8) in TS16 of frame 0 of the signalling
multiframe, when enabled by XDIS. The X[1], X[3], and X[4] bits should be
programmed to a logic 1 when not being used to carry information.
When the E1XC is reset, the contents of the register are set to logic 1.
