The frame aligner is forced to reframe on demand when the control configuration bit FORCE_OOF is
toggled from a 0 to a 1. For FORCE_OOF only the transition is used.
The loss of signal input (LOS) is registered in an interrupt status bit LOSS, which is masked using the
interrupt mask bit LOSM.
When LOS_FE is high, the frame aligner forces an OOF when a falling edge of LOS is detected.
