The PHY non-compliant cell counts are programmed in the PHYNCOUNTx[3:0] fields of the
Non-Compliant Cell Counting register. Each non-compliant cell count has the following
programming options:

The PHYVCCount bit determines whether cells which are non-compliant with the per-VC policer
are counted in the per-PHY non-compliant cell counts and vice versa (i.e. cells which are non-
compliant with the per-PHY policer are counted in the per-VC non-compliant cell counts). The
table below describes the programming options.
