MINPL[7:0]:
The Minimum Packet Length (MINPL[7:0]) bits are used to set the minimum packet length.
Packets smaller than this length are marked with an error. The packet length used here is
defined as the number of bytes encapsulated into the POS frame, excluding byte stuffing
and FCS bytes.
The minimum packet length supported by the RXFP is 3 bytes (0x03).
