Notes on Power Supplies:
1. VDD3.3 and VDDQ should power up before VDD2.5.
2. VDD3.3 and VDDQ should not be allowed to drop below the VDD2.5 voltage
level except when VDD2.5 is not powered.
3. All pins on the TECT3 are 5V tolerant.
