GFC[3:0]:
The GFC[3:0] (Generic Flow Control) bits contain the first, second, third, and fourth bit
positions of the first octet of the idle/unassigned cell pattern. Idle/unassigned cells are
transmitted when the TCFP detects that no outstanding cells are available from the FIFO and
data is requested on the TCFP egress interface. Additionally, XOFF can be used to force the
transmission of Idle/Unassigned cells in ATM mode. The all zeros pattern is transmitted in
the VCI and VPI fields of the idle/unassigned cell.
