SBIPE[15:0]:
The section BIP error (SBIPE[15:0]) bits represent the number of section BIP errors that have
been detected since the last accumulation interval. The error counter is transferred to the
holding registers by a microprocessor write to any of the RRMP counter registers or the
S/UNI-2488 Identity, and Global Performance Monitor Update register.
