EPSL[7:0] should be reprogrammed with the value 0x13 when receiving ATM payload data.
EPSL[7:0] should be reprogrammed with the value 0x16 when receiving scrambled packet
over SONET payload data.
EPSL[7:0] may be reprogrammed with the value 0xCF when receiving unscrambled packet
over SONET payload data. However, POS scrambling in the RXFP block must be turned
off.
