Function: Receive Queue Table contains all the structures and pointers specific
to a queue. The RALP and RFTC blocks both use the R_QUEUE_TBL. Some of
the words are read by both the blocks but written by only one of the blocks.
Format: Each queue is allocated 32 consecutive words. Each word is 16-bits
wide. The organization of the words is as follows.
