Function: The receive signaling queue stores the signaling that is received from
the UTOPIA interface.
Initialization: The signaling buffer should be initialized to “0”. Also, if
R_CHAN_NO_SIG is set for some queues and a specific signaling value is
desired to be driven for these queues, then the DS0s in those queues must be
initialized to the desired value for all multiframes.
Format: Two signaling nibbles per word.
