TS1[3:0]:
The value written to these bit positions is inserted in the first S1 byte position of the transmit
stream. The S1 byte is used to carry synchronization status messages between line
terminating network elements. TS1[3] is the most significant bit, corresponding to the first bit
transmitted. TS1[0] is the least significant bit, corresponding to the last bit transmitted.
Reserved:
The reserved bits must be programmed to logic zero for proper operation.
