LINK_ENBL[8:1]:
The LINK_ENBL[8:1] bits enable the operation of the corresponding LIU octant data streams.
When LINK_ENBL is ‘1’ for a stream, the EXSBI8 will take data from an SBI tributary and
transmit that data to the LIU octant. The tributary to octant mapping is determined by the
Octant to Tributary Mapping Registers and APAGE.
