HS RC oscillator
This setting will only take effect when the selected oscillator is powered up and
stable. If the high speed crystal oscillator is not powered up, it should be
enabled by setting SLEEP.OSC_PDto 0 prior to selecting it as source.If the HS
RCOSC is to be the source and it is powered down, setting this bit will turn it
on.
