This one bit field indicates the change pending status of the receive channel
based on DBCES bit mask. This field is only valid if DBCES is enabled for
the queue which is associated with this channel. This bit is set when the
RALP detects a change in the bit mask, and is reset when the RFTC updates
the active table with the pending change. On read
0) No change in state is pending for this channel
1) A state change is pending for this channel
