In the “Fast SN Algorithm” for SN processing, the
first cell received will always be dropped because a
sequence has not been established yet. This bit
disables the automatic dropping of cells while in the
START state

When SN_STATE equals “000”b any
received cell will be dropped.

When SN_STATE equals “000”b any
received cell with valid SNP will be accepted.
Note that in Robust SN processing this bit has no
effect.
MAX_INSERT
(2:0)
The maximum number of cells that will be inserted
when cells are lost. If the number of cells lost
exceeds MAX_INSERT, then the queue will be
forced into underrun. If this value is set to 000b, it is
interpreted the same as 111b, which means that up
to seven cells will be inserted.
