Output R22 The outgoing tributary payload active #3
(OTPL[3]) signal marks the bytes carrying the
tributary payload for the STM-1 #3 stream.
In outgoing STM-1 (STS-3) interface mode
(OHSMODEB set high), OTPL[3] is set high to
mark each tributary payload byte on the
OD[23:16] bus. OTPL[3] is updated on the rising
edge of SCLK.
In outgoing STM-4 (STS-12) interface mode
(OHSMODEB set low), OTPL[3] is invalid.
